Abstract
The provision of health services in a manner consistent with the needs of the community of vital indicators because it is a human demand and economic necessity because of the positive effects on the capabilities of the population and physical and mental capabilities in the exercise of their activity and increase production therefore , upgrading these services in urban and rural communities means that their members suffer from diseases , the average age increases and the increases in the rate of survival which has a direct impact on the size of the future work force .
The study topic was about the distribution and efficiency of health services in Qadisiyah governorate . the problem of the study was a set of question , the most important of which is the reality of the geographical distribution of health services in qadisiyah governorate ? are health services achieved quantitative and quantitative efficiency in the province of qadisiyah ? the study assumed that there is a week balance between the size of the population and the level of health services , which led to a disruption in the geographical distribution of health services at the level of administrative units in the province. this is in addition to the poor quality and quantity on health services in the governorate.
The study aims at clarifying the spatial distribution of health services and their relation to the population as well as evaluating the efficiency of the performance of these services by comparing them with the international and local indicators and standards to show the deficit and deficit in them , and thus devising an optimal future planning that identifies the needs of the governorate of health institution and its distributions in a balanced manner with the population in urban and rural areas both.
The study came with an introduction and five chapters, which included the first chapter of the first two section of the theoretical side of the study, The second study included the study of the development of health services in Qadisiyah governorate in four stages.
The second chapter discussed the characteristics of the population and its effect on the health services in Qadisiyah 40 governorate, and included four topics discussed the first topic population growth in the province of Qadisiyah for the period(1997-2016). The second topic dealt with population distribution in Qadisiyah governorate for the period (1997 – 2016). The third topic was specialized in studying the qualitative and age structure of the population in Qadisiyah governorate and discussed the fourth topic fertility and mortality in Qadisiyah governorate.
The third chapter focused on the spatial distribution of health services and included two subjects. The first topic death with the spatial distribution of large health institutions (public and private hospitals), the second section deals with the spatial distribution of small health institution, including primary health care centers, specialized health centers, public clinics, health homes, Private clinics and pharmacies).
The fourth chapter was an assessment of the efficiency of healt services in Qadisiyah governorate a according to human, professional, survey and community indicators and according to the local and inter nation planning standards, The study included three areas of efficiency of health services in the hospitals of Qadisiyah governorate in 2016. While the second topic discussed the spatial variation of the levels of efficiency of health services in the primary health care centers in 2016, while the third topic dealt with the study of spatial variation of the levels of efficiency of health services in the specialized health centers for the year 2016.
The fifth chapter concerned the study of the region of health services and the future need of health services in Qadisiyah governorate until 2030, and included two topics. The first topic focused on the study of health services in Qadisiyah governorate, The second section identifies the future needs of health services in line with population size, expected future increase and corresponding health services, the study concluded with a set of conclusions and recommendations.
The main conclusions of the study are the imbalance in the distribution of health services and the size of the population in the province, as the distribution of hospitals focuses on district centers only, while the centers of rural areas and rural areas lacked such institutions despite the hiyh population density, Most of 41 the hospitals in the province also have a lack of modern medical equipment, with the exception of the Diwaniya educational hospital, the women and childern hospital.
The main recommendations of the study are the establishment of major health centers in all rural areas, as well as the supply of government hospitals with modern medical devices, for the purpose of reducing the distance and time taken by the patient to obtain these services in the hospitals of the center of Diwaniya.
