المناطق الصناعية الخدمية في مدينة بغداد دراسة ميدانية تطويرية لمجمع الصناعات الخدمية في منطقة كسرة و عطش

وتناولت الدراسة توقيع المناطق الصناعية الخدمية وأثرها في استعمالات الأرض الحضرية فالتوقيع غير المناسب للصناعات الخدمية يؤدي إلى خسارة وبالأخص إذا كان هذا التوقيع لا يستند إالى دراسة وافية لمتطلبات الموقع، وأيضاً: إن الكثير من المناطق الصناعية الخدمية تميل إلى التجمع معاً في منطقة محددة كما أن الكثير منها يميل إلى تشكيل مناطق صناعية وسكنية مدموجة معاً في حافات وحول مراكز الأعمال وهذا ما نلاحظ بوضوح تجمع الصناعات الصغيرة مع الصناعات الخدمية في بعض من أجزاء المنطقة المركزية.

أن ما يميز مناطق الصناعات الخدمية هو إن آثار تلوثها قليلة ومحصورة ضمن مجالات ضيقة للاستعمالات المجاورة لها وأبرز ملوث هنا التلوث الضجيجي وتلوث التربة. لذا فإن مشكلة الدراسة هي أن التوقيع غير المخطط للصناعات أدى إلى حصول مشاكل للمدن والمناطق الصناعية ذاتها وهذه انعكست على الجوانب العمرانية، والبيئية، والاقتصادية، والاجتماعية، وكفاءة استعمالات الأرض الحضرية ومع زيادة المشكلات مع استعمالات الأرض المجاورة فضلاً عن تأثر الأداء الوظيفي الصناعي، كذلك وجود توزيع غير منتظم للمناطق الصناعية بسبب عدم الالتزام بضوابط استعمالات الأرض الخاصة بالمخطط الأساسي.  

إن الهدف من وراء توطين المناطق الصناعية المخططة هو تنظيم الصناعة وخفض الضوضاء والحد من التلوث في المدينة مع خلق شبكة مهنية وصناعة وحرفية متكاملة وتفادي الانتشار العشوائي غير المنظم للمهن وما يصاحب ذلك من ازعاج ومشكلات بيئة واجتماعية واقتصادية.

أن الدراسة تضمنت ثلاثة فصول وهي:-

·     الفصل الأول: مدخل نظري تضمن مبحثين هما:

1-    المبحث الأول/ الإطار المفاهيمي لتخطيط المناطق الصناعية في المدن.

2-    المبحث الثاني/ توقيع المناطق الصناعية الخدمية وأثرها في استعمالات الأرض الحضرية.

·     الفصل الثاني: تناول التوزيع المكاني للمناطق الصناعية الخدمية ضمن التصاميم الأساسية لمدينة بغداد.

·     الفصل الثالث:- تناول الدراسة الميدانية والتطويرية لمجمع الصناعات الخدمية في منطقة كسرة وعطش الصناعية وتضمن ما يلي:

¯      المبحث الأول:- الدراسة الميدانية لمجمع الصناعات الخدمية في منطقة كسرة وعطش.

¯      المبحث الثاني:- تناول الدراسة التطويرية لمجمع الصناعات الخدمية في منطقة كسرة وعطش الصناعة

ثم توصلت الدراسة إلى مجموعة من الاستنتاجات ومنها:

1-   إن الطلب الحالي على صناعة تصليح السيارات في مجمع الصناعات الخدمية في منطقة كسرة وعطش على الرغم من التركز الأساسي لهذه الصناعات في المنطقة المركزية باداء وظيفته يوضح الحاجة الشديدة لهذا النمط من الصناعة

2-   إن القيام برفع هذه الصناعات الخدمية من المنطقة المركزية دون توفير المستلزمات المطلوبة يؤدي إلى خلل كبير في هيكل الصناعات الخدمية في المدينة أولاً نتيجة زيادة الطلب على باقي مناطق هذه الصناعة وإلى فقدان منطقة ذات نمط صناعي متكامل ثانياً.

3-   إن إقامة أو تطوير مناطق الصناعات الخدمية الجديدة يتطلب إعداد برامج تخطيطية مناسبة مبنية على فهم صحيح للوظيفة والفعاليات الصناعية المختلفة.

4-   لا تبرر المساهمة الحالية لمجمع الصناعات الخدمية في منطقة كسرة وعطش في تقديم هذا النمط من الصناعات للسكان بغض النظر عن المشكلات الوظيفية والتخطيطية التي تعانيها المنطقة، ولا يمكن أن تكون هناك منطقة مركزية للصناعات الخدمية تخدم المدينة ككل وأن الحاجة كبيرة إلى مثل هذه الصناعات.

ثم توصلت الدراسة إلى مجموعة من التوصيات منها:

1-   القيام بخطوات عملية لحل مشاكل هذه المنطقة وتحديد آفاق التطور والتي يعانيها مجمع الصناعات الخدمية والتي من شأنها تؤدي إلى ضعف في الأداء الوظيفي.

2-   ضرورة تخصيص مناطق جديدة للصناعات الخدمية وتصليح السيارات على شكل مجمعات صناعية خدمية كما في مجمع الصناعات الخدمية في كسرة وعطش.

3-   يمكن أن تكون المبادئ والأسس التي تم التوصل إليها أساس تنفيذ مجمعات صناعة خدمية أخرى في بغداد.

The features of service industrial complexes that their effects of contamination few and limited within Area fields for next uses and most contamination here is (noise and contamination of soil.

The problem of research that unplanned expectation for industries lead to happened problems for cities and the industrial Area itself and this reflected in the constructional, environmental, economic and social aspects and the quality of uses land with increasing problems of next land uses as well as the industrial functional performance also existence of un organized random distribution for the industrial Area because didn't committed by controls of using land of the basic planning.

The aim of resident the planning industrial area is to organizing industry and lowering noise and limiting the contamination in city with creating completed industrial and vocational net and avoiding random spreading for jobs and what accompanied it from noise and anomic, asocial and economical problems.

The research Includes three chapters:-

·     First chapter: This chapted divided into the following researches:-

-       First research:- tackled the concept frame for planning the industrial Area in cities.

-       Second research:- tackled the place location for the service industrial Area and their effects on use of urban land

·     Second chapter:- tack led place distribution for the service industrial Areas with Basicdecoration for master plan in Baghdad city.

·     Third chapter:- tackled development and field study for service industries complex in Area of the industrial Kasra wa Atash 

The research reached to group of results like, recent demand on industry of repairing cars in the service industries complex in Kasra wa Atash despite of the basic constriction for these industries in the central Area by performing its function, clarify sever need for this style of industry which need to requirements of transporting these industries to there new Area before removing it form the central Area as specified in the basic planning also removing these service industries form the central region without providing the demanded requirements lead to big loss in the from of service industries in city at first because of increasing demand on the rest Area of this industry and loss also Area with completect industrial style at secondly.

As well as establishing and development new service industries area need to preparing suitable planning programs based on right understanding for function and different industrial activities, recent participation for service industries complex in Kasra wa Atash didn't justify providing this style of industries of industries for people regardless planned and functional problems that the region suffering from, ther will not be there central region for service industries serving the whole city there is big need for such industries, the research reached to group of instructions such as doing practical steps for solving problems of this region and determined the horizons of development the service industries complex suffering from which lead to weakness in the functional performance and also necessity for specializing new Area for the service industries and repairing cars as type of service industrial complexes similar to Kasra wa Atash as well as take into consideration bases and principles that we reached to implementing other service industries in Baghdad.
